The Morin Report

Trying to find a solution to the problems which threatened the festival's survival, the ACF hired a consultant whose task it was to draw up a new management formula. This study, called the Morin Report, published in March 2001, described the state of the festival as follows:

For many years, when the festival was headed up by the Commission culturelle fransaskoise (CCF), it had continuity. But since the withdrawal of the CCF in 1998 the event has been organized almost entirely by the host community. Despite the quite impressive successes of the last three years, lack of supervision, collective memory, training, experience, and stable funding, and the exhaustion of the volunteers now threaten the durability of the event.


The report encouraged the concept of regional festivals in order to maintain the community character of the festival - something which the majority of respondents seemed to want to keep. According to the consultant, choosing three or four regional locations would allow better use of human and physical resources. It was thought that the festival would benefit from management by a permanent committee sponsored by the ACF until such time as it reached definite stability.
