A report commissioned by the ACF and published in November 2004 condemned serious shortcomings in the operation of the Fête fransaskoise: repetitive programming from one year to another, a constant drop in the attendance, a lack of expertise among the organizers, inadequate funding. It recommended establishing an organization which could produce the festival, alternating yearly from only one community in the north and one in the south, while producing another, major, complementary event in an urban location.
At the Rendez-vous fransaskoise in 2004, a number of concerns were voiced when the conclusions of the Renaud Report were presented. Some people questioned the feasibility of the project. Resources were in fact quite limited in the community, so why not use the structures already in placed by the CCF and the AJF? They also believed that, while the formula might be effective in making Fransaskois artists better known, it had nothing to do with the community side of the festival. On the other hand, people pointed out that greater stability in the festival would make it possible to develop structures with time. In that way, they would not have to begin again every year.

Jean Liboiron, a former director of the CCF, agreed with Robert Therrien. He added that under the proposed formula there was a risk of seeing the community side of the festival disappear.
Michael Vézina, a former director of the CCF, also thought that the CCF could manage the festival, but on condition that it be better equipped than it was.
Laurier Gareau suggested instead giving resources to already existing organizations. He was not at all in favour of the urban location formula.
Gilles Groleau, former president of the ACF, doubted that the Fransaskois community had the necessary resources to support the structure proposed in the Renaud Report
Denis Desgagnés, director of the ACF, believed that the option proposed in the report would help the development of the festival.
When Pierre L'Héritier was asked about the Renaud Report, he pointed to the issue on which the CCF and ACF were not in agreement: possible self-financement of the festival.
